Durov, the founder of Telegram, has been investigated by the French judiciary for a number of serious crimes
Telegram founder Pavel Durov has recently been formally investigated by the French judiciary. The Paris Public Prosecutor's Office issued a statement listing a number of crimes that Durov is suspected of, including illegal transactions, refusal to cooperate with judicial surveillance, participation in the dissemination of illegal content, money laundering and undeclared crypto services.

Provide encryption services with confidentiality functions, but do not make a declaration of compliance.
Providing and importing encryption means without prior necessary declaration.
