[Chain News] On August 15, it was reported that the EU plans to vote on the "Chat Control" bill on October 14. The bill requires all online communication platforms to scan the content of users' private messages, photos, and videos, even those that are end-to-end encrypted. The aim of the bill is to combat child sexual abuse-related content, but it has raised widespread concerns about mass surveillance and privacy rights. Currently, 19 member states support the proposal, with countries like France shifting towards support, while Germany has not yet made a clear statement. If the bill passes with a majority, it will bring significant changes to the EU's digital communication privacy regulations.
It is reported that the Council of the European Union needs to obtain a qualified majority vote to approve such measures, which involves two conditions: at least 55% of member states (equivalent to 15 out of 27 countries) must vote in favor, and these countries must represent more than 65% of the total population of the EU.
